RCMS II is a Native American Tribally Owned Small Business Administration (SBA) 8(a) Joint Venture (JV) that is currently active and providing significant support on the JSC Center Safety and Fire Operations II (CSFO II) contract. RCMS II was formed specifically to prepare for the NASA JSHIFT opportunity by ensuring that we have an experienced 8(a) entity that is already supporting the effort. RCSM II has been supporting CSFO II for over a year now and will be two years by the end of 2024. It currently supports over 45% of the contract including key functional areas of Safety Communications, Safety Training, Safety Metrics, Engineering Services, Test Safety Engineering, Fire Protection Engineering, Fire Protection Services, Quality, and Business Operations. RCMS II includes partners: Red Cedar Solutions, LLC (RCS) – 8(a) managing partner, NLT Management Services, LLC (NLT) – incumbent prime, and Anadarko Industries, LLC (Anadarko) – legacy support contractor of 19 years. These companies have combined for 15 years of consecutive prime contractor support for JSC safety.
Red Cedar Solutions LLC (RCS) is an American Indian Tribally Owned Company (AITOC) through its parent company, NLT Enterprises. The RCS team has over a quarter century of experience in government contracting, advising and representing tribal governments and agencies. RCS offers professional services including consulting, project management support, technical support and specialized administrative staff. Through our specialized training division, formerly known as Star Group Solutions, LLC. (SGS), we provide specialized training, analysis and resources to industry and government contracts supporting the Aerospace, Energy, and Medical sectors. RCS provides Base Operations/Facilities Management resources and support to operate government owned bases, installations, camps, posts, and stations 365 days a year. We provide the resources to sustain mission capability, ensure quality-of-life ,enhance work force productivity and ensure personnel and infrastructure support exceed all standards. Our extensive experience includes housing/lodging support services, custodial services, logistics management, personnel management; and morale, welfare, and recreation services to our clients and their families.
NLT Management Services, LLC (NLT) is a 100% American Indian Tribal Owned Corporation (AITOC) specializing in professional and technical support services. NLT successfully graduated its SBA 8(a) certified Small Disadvantaged Business designation (size standard of $24.5M). Established in 2008, NLT came to be in an effort to broaden the government services and economic horizons of the tribe without compromising age old spiritual values. To date, NLT has provided: medical staff to eight military installations; administrative management and facilities support services to private and non-profit clients; forensic science staff to five federal forensic labs (including the country’s largest fire research lab); upgraded and maintained the fire notification/emergency notification systems at Arlington National Cemetery; supported Safety and Mission Assurance for manned space flight operations at NASA’s Johnson Space Center, provided system engineering support to the Small Business Administration and transportation security officers for the Transportation Security Administration’s Screening Partnership Program.
